Haj Committee has to use randomizing in Uttar Pradesh

It is Haj season and India has been allotted a quota of 1.1 lakh persons . This quota devolves into states. This year in Uttar Pradesh the number of pilgrims seeking a berth far exceeds the quota for UP.

Hence the State Haj Committee officials are considering a lottery system to allot the berths.
UP has been allotted an additional quota in wake of poor response in the other states. A study into why there has been a sudden excess demand amongst Uttar Pradesh may lead to interesting sociological and political ( if not economic) conclusions.
